The Department of Canadian Heritage has announced that the 2022-2023 application form and guidelines for the Aid to Publishers component of the Canada Periodical Fund (CPF) is now available on their website.

This component of Aid to Publishers is for paid-circulation non-daily newspapers, paid-circulation and request-circulation magazines, and digital-only publications.

The deadline to submit your application is December 10, 2021.

If you are experiencing difficulties downloading the application form, please try right clicking your mouse on the link of the form and saving the document on your desktop. Once saved, right click on the document icon and open with Adobe. Please do not hesitate to contact the department at: 1-866-811-0055 if the issue is still not resolved.

Please note that an application postmarked or stamped after the application deadline will not be accepted. When an application deadline falls on a weekend or statutory holiday, it is extended to the following working day.

An acknowledgement will be sent by Canadian Heritage within two (2) weeks of receiving your application in their office.

Canadian Heritage has set service standards for the timely delivery of its funding programs. Their stated goal is to issue a written notification of the funding decision within a 30-week timeline applied as of the program’s deadline.

The Business Innovation component of the Canada Periodical Fund (CPF) is launching its new component geared specifically to community newspapers.

This component offers project funding to eligible small and mid-sized paid print newspapers and digital-only community newspaper publishing firms. Under the new component, the Periodical Fund can cover up to 75% of eligible expenses to a maximum of $50,000 per project ($75,000 over two fiscal years).

A publisher applying for multiple titles is eligible to receive up to a maximum of $100,000 per fiscal year.

This program has limited funds. Project budget proposals covering two fiscal years (April 1 to March 31) must clearly split project activities that are completed prior to and then after March 31, 2022.

The Canadian Media Circulation Audit (CMCA) program today announced the retirement of CMCA auditor Yan Gong of TNY Consulting, and the addition of two accounting firms as new CMCA auditors.

Amy Li of A&D Financial Consulting is a CPA, CGA with over 20 years of experience in auditing, finance and accounting. In her financial controller role, Amy was responsible for one of the project budgets for the Toronto 2015 Pan Am Games opening ceremony. Amy specializes in reports preparation and financial analysis for program grants, including Ministry of Health and Long-term care, Ministry of Children and Youth Services, Toronto Central Local Health Integration Network (LHIN), City of Toronto and other agencies.

Sandra Li of SAMM Business & Financial Solutions Inc. is a CPA with over 25 years of working experience in different industries and different countries including England, Singapore and Canada. In England, Sandra gained auditing experience in a public audit firm. Sandra’s expertise ranges from bookkeeping and auditing to financial planning, analysis and business consulting. Sandra is fully bilingual in English and French.

CMCA staff will contact publications currently audited by the CMCA auditor about transitioning to a new auditor. More information about both firms, along with their fee schedules, can be found in the Resources section of the CMCA website at www.circulationaudit.ca/downloads.
